Mandatory Federal Test

16 CFR 1630/1631 is the minimum mandatory test standard for carpets and rugs used in residential and/or public buildings.

In most instances 16 CFR 1630/1631 is the only test that applies to area rugs, even when used in public buildings.

Building Code Fire Test

Carpets and floor coverings, primarily wall to wall used in corridors and exit ways, are classified as "interior floor finish" materials.

This requires testing which is more stringent than the mandatory federal test.

The normally specified test is ASTM E 648.

Some codes go a step further and require that the product have a smoke limitation as per ASTM E 662.

Carpeting Used on Walls

If, perchance, the rug/carpeting is placed on the wall of a public building, other tests do apply.

The other possible tests are: ASTM E 84, NFPA 265, and NFPA 701.

Other Standards

ASTM D 2859 - This ASTM document is referenced in some of the building codes; however, the building codes go on to say that CFR 1630/1631 satisfies the needs of the building codes.

Therefore, ASTM D 2859 is, in effect, not required.

NFPA 253 - This is the National Fire Protection Association version of ASTM E 648.

The price and number of pieces required for NFPA 253 are the same as those stated for ASTM E 648.
